Pensacola doesn't take over Cleveland's spot, DALLAS does. Too many people are fixating on what it is now and not how the lines shake out once the changes happen. So actually Pensacola becomes the split off at tier 6 and continues into a heavy cruiser line and the main line continues on from Dallas since it was light cruisers up to 5. If you think about it the light cruiser line actually becomes the full line since every cruiser from tier 2 to 5 is a LIGHT CRUISER.
